The first phase of the Robert J. Miller Homeland Security Education Center was funded from the proceeds of the capital referendum in 2002 and completed in 2011. The 2014 program[41] was launched in 2014 and guarantees admission to its engineering college if certain qualifications are maintained over the two years. This program requires students to follow a planned arrangement of correlated courses that they will set up for their third year of university at the University of Illinois.

Each year, they must meet the academic success standards set by the university to prove their equivalence.
